Will Gregory is the Principal Advisor of Fortress Cyber-Physical Security Advisors. With more than 15 years of experience across cybersecurity governance, physical security, program management, and business operations, he helps organizations align security with executive priorities, regulatory requirements, and operational performance. Will founded Fortress to bridge the gap between cybersecurity, physical security, and business leadership. His work focuses on turning complex technical, compliance, and risk requirements into practical strategies, accountable workstreams, and measurable business outcomes. Throughout his career, Will has advised C-suite leaders, federal executives, legal teams, IT departments, security professionals, assessors, contractors, and operational teams. His experience includes CMMC and federal compliance readiness, physical security assessments, cyber-physical risk, vendor oversight, policy and procedure development, and executive-level reporting. He also brings a strong business-improvement background. Will has led teams of up to 120 personnel, supported mergers and acquisitions, opened new markets, implemented enterprise project-management tools, and developed standardized processes that improved accountability, visibility, profitability, and customer delivery. Using Kaizen, Six Sigma, continuous-improvement, and change-management principles, Will helps clients reduce inefficiencies, clarify ownership, strengthen governance, and build sustainable security programs that can be managed and improved over time. Will holds the CISSP, CPP, PSP, PMP, and CSEIP certifications. He has also passed the CMMC Certified Professional examination and completed Certified CMMC Assessor coursework. At Fortress, Will ensures each engagement addresses the full business environment—not just the technology—so clients can improve security, compliance, resilience, and operational performance together.

Will Gregory
Principal Advisor
Stephen Leitch serves as an Executive Advisor for Fortress Cyber-Physical Security Advisors, where he helps government and commercial organizations integrate physical security, cybersecurity, governance, and enterprise risk into unified, sustainable security programs. Stephen brings more than 20 years of experience protecting critical infrastructure and leading complex security programs across the federal environment. As a senior leader with the Department of Homeland Security’s Federal Protective Service, he has overseen national countermeasure operations supporting approximately 8,500 federal facilities throughout all 50 states and U.S. territories. His experience includes directing more than $100 million in federal contracts, leading multidisciplinary security professionals, establishing governance and performance frameworks, overseeing physical and cybersecurity countermeasures, and advising senior DHS leadership on risk, resilience, compliance, and long-term security strategy. Stephen has also represented the Federal Protective Service within the Interagency Security Committee, contributing to the standards and risk-management practices used to protect federally occupied facilities. This perspective allows him to help organizations evaluate not only whether security controls are present, but whether they are properly governed, integrated, measured, and aligned with organizational risk. Stephen’s principal strength is his ability to bridge the traditional divide between physical security and cybersecurity. He helps executive teams understand how facilities, security technology, information systems, policies, personnel, vendors, and operational processes interact—and how weaknesses in one area can create risk across the entire organization. He holds the Certified Information Security Manager, Certified in Governance, Risk and Compliance, and Certified Protection Professional credentials. Stephen has passed the CPP examination and is awaiting completion of the Tier 3 eligibility process associated with his continuing CMMC assessor pathway. Through Fortress, Stephen brings clients the perspective of a national security executive who understands how to translate complex security requirements into practical governance, measurable performance, defensible investments, and resilient operations.

Joseph “Joe” LaBarge
Senior Commercial Security Advisor
Joseph “Joe” LaBarge serves as a Senior Commercial Security Advisor for Fortress Cyber-Physical Security Advisors, where he helps organizations evaluate physical security risks, assess existing security programs, and develop practical strategies for protecting people, facilities, assets, and operations. Joe brings extensive experience managing complex, multi-site security programs across federal facilities, healthcare environments, military installations, and corporate campuses. In his current leadership role with the Federal Protective Service, he oversees security operations supporting 147 facilities encompassing more than 17 million square feet. Throughout his career, Joe has worked directly with integrated access control, video surveillance, intrusion detection, duress alarm, credentialing, and protective-force programs. He has managed security technology environments containing hundreds of devices, supported credentialing programs serving more than 35,000 users, and developed measurable performance standards that improve system reliability, accountability, and operational readiness. At Fortress, Joe applies this experience to commercial offices, corporate campuses, healthcare facilities, industrial properties, retail environments, and other occupied spaces. He evaluates security from both an operational and technical perspective—examining how facilities are used, how people and assets move through them, how security technologies perform, and how effectively vendors, policies, and personnel support the organization’s risk-management objectives. Joe’s assessment approach is focused on delivering actionable recommendations rather than unnecessary complexity. He helps clients identify vulnerabilities, prioritize investments, improve vendor performance, strengthen emergency preparedness, and develop phased security improvements aligned with operational needs, available resources, and long-term business objectives. Joe holds a Bachelor of Science in Criminal Justice with an emphasis in Criminology from the University of Central Missouri and completed the Federal Protective Service Physical Security Training Program. He also served for more than 13 years in the United States Army Reserve as a Military Police professional.

David Greathouse is a retired Supervisory Special Agent with the U.S. Department of State’s Diplomatic Security Service, where he led complex security, risk management, and investigative operations worldwide, including tours in Afghanistan, Iraq, and multiple African nations. He served as the State Department’s senior security advisor and liaison to U.S. Indo-Pacific Command and the FBI’s Counterterrorism Division. David currently leads a risk management consulting firm and conducts personnel security background investigations for the U.S. Department of State. He previously served as Security Manager for a $5B financial institution, where he established a new Physical Security Department. He now contracts with the Department of Homeland Security’s Federal Protective Service, advising on the modernization and management of physical and technical security programs. David brings over 20 years of experience in risk management, investigations, and security. He holds a B.S. in Business Administration from Indiana Wesleyan University and an M.S. in Strategic Intelligence from the National Intelligence University and has obtained both PMP and CPP certifications. David is the recipient of the FBI’s prestigious Medal of Meritorious Achievement, the Superior Honor Award and numerous Meritorious Honor awards from the U.S. State Department, and the Secretary of Defense Joint Meritorious Civilian Service Award.
